lilo and grub are boot-loaders - both of them are linux programs - to use them you will first have to have linux installed!
as for the partitioning: do it any way you would like it...50 - 50 or any other rate
make sure you create a swap partition for linux too! (2 times the size of the amount of RAM you have installed) - so you would want at least 3 partitions - 1 windows - 1 linux - 1 linux-swap
start with windows - install it to the first partition - there is no difference actually, where you install any of your systems, but windows is easier to install on a first partition and linux does not care at all about that - just be sure to KNOW where you put what - you will need this info when you configure your boot-loader.
as there are a lot of questions on how to boot a system, because something went wrong while configuring the boot-loader - I advise you strongly: if you are ever being asked - during installation of linux (as well as windows) - if you would like to create a boot disk/floppy or rescue disk/floppy - take this chance and do it!! - it will save you a LOT of trouble, should you ever misconfigure something....
