I have Slackware on a Compaq M700 and it's numbers are:

HorizSync 31.5, 35.15, 35.5
VertRefresh 50-90

That gives me 1024x768 with 85Hz.

The manual for my LCD monitor says that the optimal vertical refresh rate to use is 60Hz. I don't understand why that would be, but I've used that figure on every other LCD screen I've come across since and it seems to work fine.

My Thinkpad R51 works great with the following settings:

HorizSync 31.5 - 57.0
VertRefresh 50-100

1024x768 resolution, 60 Hz and an Intel Extreme 2 onboard graphics

How do you check the refresh rate (85Hz)? And, is it safe if I set it to something higher? or lower? I'm using 70Hz on my LCD now.

AFAIK LCD(TFT) displays are running at fixed frequency so there is no point to tweak it in any way like at CRT monitors.
X server probes at start monitor capabilities incl. supported modes&frequencies and checks them against configuration settings and card capabilities. Probed modes could be found in /var/log/Xorg.0.log (or XFree86.0.log) or current mode interactively by xvidtune utility, for example.
