There is a file, "profile", in /etc/ that all users will read on login. If you want things
on a per user basis, then create .bash_profile or .bash_login or .profile
in /home/<user>/, if all users need it, put it in /etc/profile, or put some files in
/etc/skel/ so that when you add new users, they'll have copies in their home
dir of what's setup in /etc/skel/ that they can customize if necessary.
