Slackware does 'come with' v4l. I'm not 100% certain if it is compiled in and/or enabled by default.
lsmod will tell you if there is a module for it.
Also, check your kernel's config file or look in /proc for the config.gz file if it exists. look thru it for the v4l section to see if it is enabled.
Check etc/rc.modules to see if there is a module for your card, and if so, enable it.
Finally if you can't find a module there, check lib/modules for a module for your card.
If all else fails, and it is not compiled in or as a module for your kernel, but it IS available, recompile the kernel and add that module.
UPDATE: I just checked the config of the 2.4.33.3 (default) kernel; it DOES have the v4l modules made. So you just have to hotplug or insmod what you need. As for the Osprey card, you will still have to look thru the above mentioned places to locate a module.
