Users other than root can not shutdown or reboot from xfce

Slackware 13.37 and XFCE

I have tried what i know (not a lot) and have googled with no luck. I can not figure out how to set up where any user can shutdown or reboot from the menu in XFCE or at all for that matter. When i try to reboot as a user other than root, it asks for my password. When i enter the password it says "Either the password is incorrect or the sys admin disallows shutting down from your account." I am certian i have entered the correct password.

Edited to add this: i have added the regular user to 'power' group with no luck. i would also like it to just shut down without asking me for my password once i figure out how to even let a regular user shut down. - its getting really old having to log out, log in as root just to reboot or shutdown.

That is not the default behavior. Reminds me of poorly set up keyring programs.
How are you attempting to reboot/shutdown? You should be able to click on the Xfce menu, choose log out, and reboot/shutdown from there - As a regular user - without being prompted for a password.

Are you starting Xfce with startx from run level 3, KDM, or some other display manager.

Have you installed other 3rd party software? Some software - especially improperly configured precompiled software from certain places - have been known to cause issues.

If you did not do a full install, you might have forgotten an essential package.

After adding/removing/changing users and groups, be sure to log out for the changes to take effect. Here's the list of groups my regular user is a member of.

If all else fails, in a terminal, su to root and type either poweroff, or reboot.

IIRC, you have to start XFCE as a session via consolekit to get that working correctly. If you setup your WM with the xwmconfig-command it should be automatically set up to start this way, also if you use a display manager.

OK, if i start in run level 3 and use the startx command then the regular users can shut down just fine, when i use runlevel 4 is when i get the issues, will try the config command as mentioned and see what happens, thanks.
