Well - those are the versions I have for 13.0. If you look at the osuosl site it shows the package list for Slackware 13.0 holds those versions so they are "the latest". In any case upgrades are issued via the patches directory and these are not done randomly as with some other distributions - only when felt necessary by Pat. Slackware current has Kde 4.3.3 but as this is the rolling, pre-release, testing version of Slackware these change are to be expected.
If you have installed from a Slackware 13 image what makes you think the versions you have installed are not "the latest" for Slackware 13?

KDE 4.2.4 is the latest version of KDE for Slackware 13.0. There won't be a higher version of KDE until the next stable release of Slackware. KDE 4.3.3 is now offered in Slackware-current. You will be able to patch your 13.0 system with security updates (when they're available) using slackpkg.
