There are easier ways:
easy method 1: in firefox/iceweasel about
:config disable ipv6 and then browse. If browsing is back to normal speeds the problem is diagnosed.
easy method 2: install and use links/links2 browser, it's about the only browser out there which still doesn't use ipv6. Again browse and if speeds are back to normal the problem is diagnosed.
DNS timeouts are pretty common in ipv6 only systems (Linux) and the fail point often will be remote and beyond the user's control. Windows and Mac ipv6 capable applications use ipv4 and ipv6 concurrently which is why they don't have this issue, while ipv6 capable applications in an ipv6 enabled Linux system
only use ipv6, hence the typical symptoms of slower browsing when the Linux OS is used (on a dual boot machine for example).
