It means you are on-line. Hover over it an see what it says.
BTW - Another option if you are using Firefox is to use UAControl :: Add-ons for Firefox. This allows per site control. It's was I use.

Yeah, I remember doing this in another thread for 3.x.x and then it kind of morphed into a test thread for chrome/chromium too.
Why do we do this? Why is this so important to us?

When you use the quick reply, it will not show up. However, if you refresh the page after using quick reply, it will be there. It will also be there if you use the reply or quote button first, without a refresh.
