I'd try to add an "exit" after swap is turned off in /etc/rc.d/rc.6 and run the remaining commands manually.

I'm not sure if this related,
but I encounter a problem when umount /home with kernel 3.9-rc6,
it'd always failed with 'device is busy'.

Bisected to this commit:

commit 57eccb830f1cc93d4b506ba306d8dfa685e0c88f

Reverting this commit resolved my problem.

I have this same issue with stable 3.9.0. Skimming through the commit above I can see it only refactors a bunch of complicated function calls with a helper function. There wasn't any functional change at all.

Have you tried to revert this commit?
Does it fix your problem?
Or can you try to bisect it?

BTW, this commit

commit 6240a10dc55a954ce05a86d2f4bc27e473b6352c
Author: Alex Shi <alex.shi@intel.com>
Date: Tue Apr 2 01:56:54 2013 +0200

cpuidle / ACPI: recover percpu ACPI processor cstate

Fix serious problem in 3.9-rc.

Before this commit, 3.9-rc boot process will hang a long time at:

rc.S:

# hotplugged devices settle (sorry to slow down the boot):
echo "Mounting non-root local filesystems:"
sleep 3 ------------------------------------------> this will hang
if /bin/grep -wq devpts /proc/mounts ; then
/sbin/mount -a -v -t nonfs,nosmbfs,nocifs,noproc,nosysfs,nodevpts
else
/sbin/mount -a -v -t nonfs,nosmbfs,nocifs,noproc,nosysfs
fi

The commit 0d5cadb87e0fa764db7fa0b78d8a6f173cb475a1
in today's git should fix the umount problem.

And it should be in 3.9.1。
