I'm not sure if this related,
but I encounter a problem when umount /home with kernel 3.9-rc6,
it'd always failed with 'device is busy'.
Bisected to this commit:
commit 57eccb830f1cc93d4b506ba306d8dfa685e0c88f
Reverting this commit resolved my problem.
I have this same issue with stable 3.9.0. Skimming through the commit above I can see it only refactors a bunch of complicated function calls with a helper function. There wasn't any functional change at all.

Have you tried to revert this commit?
Does it fix your problem?
Or can you try to bisect it?
Before this commit, 3.9-rc boot process will hang a long time at:
rc.S:
# hotplugged devices settle (sorry to slow down the boot):
echo "Mounting non-root local filesystems:"
sleep 3 ------------------------------------------> this will hang
if /bin/grep -wq devpts /proc/mounts ; then
/sbin/mount -a -v -t nonfs,nosmbfs,nocifs,noproc,nosysfs,nodevpts
else
/sbin/mount -a -v -t nonfs,nosmbfs,nocifs,noproc,nosysfs
