Setting up User Quotas?

I searched for info on quotas here, but couldn't find much help.

I have been trying to set up quotas, changed fstab, made defaults to defaults, usrquota , remounted /home, put quota.user in /home.

But whenever i use edquota, it says it can't find any filesystem with quotas enabled.

Am I missing something, am i suppost to change anything in mtab? or do anything else?

You need to do quotaon /dev/hdd1 for instance to enable quota for that.
