tulip is configured as a module in all Slackware 13 kernels, if not loaded ('lsmod|grep tulip' will tell you) try to load it manually (as root: 'modprobe tulip'); if it works uncomment the line beginning with #/sbin/modprobe/tulip in /etc/rc.d/rc.modules so it be automatically loaded at next boot.
There is no need for any rc.netdevice file in rc.d (the book your are reading may be old ?)
To set up your connection, if your network card's interface name is eth0, just use the "netconfig" utility as root and you are done.
Else edit the file /etc/rc.d/rc.inet1.conf accordingly; make sure /etc/rc.d/rc.inet1 is executable and run it (as root: "chmod +x etc/rc.d/rc.inet1" then "/etc/rc.d/rc.inet1 start"). You'll find all needed explanations in Alien BOB's excellent article
