rar utility?

sometimes I have to deal with .rar files, mostly windows users packing media files into .rar for the great compression rate but problem is, there is no open source or completely free rar utility , at least I can't find one on sourceforge or freshmeat and google searches route me to winrar...Does anyone know of one? Yes I know the winrar version for linux is functional but I would like to have an open source/free rar utility...Thank you.

I believe the "encoding" (creading archive) binary is non-free, 30-day-trial or someth.

The "decoding" (extracting) unrar binary is free. There is something about this on www.rarlab.com

Also there's 7-Zip. It's only for Windows but is said to work great in Wine.

Last I checked they had it at linuxpackages.net. And unlike earlier versions found there, the one I downloaded a month or so ago, actually installed properly. It was properly recognized by file roller and everything.
