quota don`t work


i have instaled standart instalation of slacware 9.1
kernel 2.4.22
quota-3.09-i486-1

root@mail:/# ls -la *quota.user
-rw------- 1 root root 9216 Feb 13 23:11 aquota.user
-rw------- 1 root root 711168 Feb 13 23:11 quota.user

root@mail:/# quotacheck -avugfm -F vfsold
quotacheck: Scanning /dev/hda1 [/] done
quotacheck: Checked 4499 directories and 68785 files

edquota -u -F vfsold -f /dev/hda1 username

when i closing and saving edited i get

edquota: Can't read quotas from file.

what is the problem?
