proper location(s) for shared .so libraries

Slackware 10.0, in the middle of gradually upgrading to 10.2. I see multiple lib directories on my system (/lib, /usr/lib, /usr/local/lib). Is this good or bad? If bad, what is the single (one, only) directory that should have libraries (.so files).

p.s. - yes I know 11 just came out. Not going to deal with that yet
