I have equipped a VirtualBox VM with a second NIC (host only adapter), started the installer with an adapted command line so that a connection be set and dropbear started, checked the IP with ifconfig, tried to ssh to this IP, was greeted by dropbear, but couldn't log in (permission denied). I checked that /etc/passwd includes the "empty" password.
Any clue appreciated.
PS In real life I would have set a static IP so I can include it in the ssh command without "physical" access to the installer, but that's not the point.

Your second nic you created in your virtual box is treated the same as a real system by your modem. you will need to look into letting a pin hole in firewall etc so you can callback to that nic. That is only a guess. seems your modem firewall is stopping you you may need to set up a port for that nic card.
I ran into this when setting up opensim in Virtual box. It is just a guess.
