operation not permitted

After many attempts to untar several source packages (xine, icewm, modem drivers,etc...) i get along the way some messages like this one:

tar:icewm-1.2.13/lib/themes/nice/menubuttonA.xpm:Cannot change ownershipto uid1 1701 ,gid 1701: operation not permitted

and i just cant install the package, why is that ?

thanks for your attention !

Are you downloading as root then trying to untar as a user?
ls -l pkgname.tar.gz what does that show?
Have you recently installed the tar app?

I always download under windows(unfortunately) and untar as root

and i get out of ls -l pkgname.tar.gz:

/bin/ls : no such file or directory

(something like that, i am going back to linux and then back to windows cause i cant connect under linux so some info gets 'lost' on the way)

about the tar app it came on the slack 8.1 cd so i guess the answer is no
