I think that is not a separate package, it is installed when you install the driver - just run it from a shell.

I just started my only system with Nvidia driver and verified, nvidia-settings is installed along with the driver.
As the normal user simply open a terminal and run nvidia-settings. It will create a config file in the user's home directory (i.e., settings are per-user).
