i tried the cat command, and it said

"no such device"

i copied xorg.conf onto a floppy, and when i try to open it in windows, it says the disk isnt formatted......

You're sure that you did actually copy it onto the floppy ? (ls -l /floppy). Anyway, if it's on the same computer, and your other system doesn't use NTFS, then you could just copy it straight onto that partition.
