Here's a bit I found today while working on the same thing.

Basicly, you make your plain text file in
/usr/share/games/fortune
Let's say you make a file called "myfortune". You then run:
strfile myfortune myfortune.dat
Then you need to edit your
/etc/profile.d/bsd-games-login-fortune.[sh|csh]
Just make sure that the first word after "echo" is "fortune", because that's what actually starts the fortune program. (I only found that out the hard way)
This is a great way to restrict getting fortunes that would offend people that are using any program that generates a fortune cookie, like squrrelmail. There are offensive ones there, but they are labled *-o. You do not have to delete out the files in the fortune directory, just remove them from the script in /etc/profile.d
