Internet account control in LAN


Which software should I use for administrating users and their internet account(pppoe) in LAN .I need control over online-time,bandwidth and other traffic control settings.

look out for "netbrake"........i don't know how much effective it is....but someone adviced me to use this in order to have control over the bandwidth.
