Another issue here is that when I plugin my external HD it pops up, but when I open it up in Dolphin it says "Could not enter folder /mnt/hd"
Is there a way to set it so that my normal user account can access the device that I mount?

As root, run:

for x in audio video cdrom plugdev power netdev scanner; do gpasswd -a <your_user_id_here> $x; done
That command will not wipe out any of your current group assignments. It will add you to any of those groups to which you do not currently belong.
