No, or rather: not entirely. LQ wouldn't have lasted as long as it does and it wouldn't be any good without heavily relying on peer moderation. However...

There are LQ Rules which you adhere to and on top of that there are stringent rules LQ Moderators have to adhere to. One of them is that for reasons of impartiality a moderator participating in a thread as a LQ member should avoid moderating the same thread. It's quite customary for one mod to hand off that task to another mod.
So, yes, if a moderator already participated as LQ member you should have.
