how-to switch TTYs using software?

I'm wonder if it's possible to change using software, what we do when pressing Ctl-Alt-F*.

my idea is to use software to automate the TTY* change, for example, after some time of inactivity, instead of triggering the screen-saver(being under X), to switch to TTY*(console/text-mode).
The goal of this is to free the terminal when not using it, allowing other user to use it --this user will need a different/unused TTY to log-in.

is this possible to do, or do we depend on the hardware-swap method for changing TTYs?

thanks in advance

The 'chvt' command does this. See 'man chvt' for details.
