Give certain users more access to resources

Basically, I am running xmms as root and seeing the songs play smoothly and fast. When I run xmms as a low/normal user, xmms is slow and laggy. Since there are only two users, i want the normal user to have just as much access to resources as root does.

How can i give my normal user more access to resources?

doesn't anyone know? theres got to be some administrators out there, and this is a must for users not to eat up all the bandwith!

I use a 3-tiered permission system where I put 'power' users in the group 'wheel' and then give them ALL COMMANDS without password permission in /etc/sudoers. You can customize this more if you want.
