Internet provider problem?
router problem?

Check the following things:
  • Ethernet cable is not flaky/crushed behind a furniture or rat/mice infested
  • Your router/switch/hub is rebooting - check the power lines and actual behavior - particularly for routers
  • Your ISP is doing something so they are rebooting your cable modem remotely - repeatedly at that
