Dial-up connection spotty- Who is to blame?
 
I have been dialing up for a while; out where I live, there aren't a whole lot more options. The connection sometimes lasts a while, and other times it lasts less than a minute.

I just use a simple PPP connection, and not a client of some kind. I just use tell ppp to go and it connects.

Is the cutting out an ISP problem or a phone company problem?

Have you had the telephone line tested? Here in the UK we can get lines tested for free by BT, is it the same in the US?

I knew someone whose modem would disconnect everytime he had strong winds blowing the cables outside his house.
