Question dhcp check

is there a way to tell my slackware setup is running as a dhcp server?
i have two systems one is slack 10 the other win2k, all connected to the internet through a router. my win2k machine has a funky ip address (not one from the router) and i was wondering if perhaps my slack 10 system has dhcp turned on and is giving out the bad ip (i've checked all other options for the win2k system). anywho i basically would like to be able to tell if my slack 10 system is acting as a dhcp server( i don't recall chosing that).
also as an aside ifconfig doesn't work, i get the error of bad command in bash.
ah well n00b strikes again.

the easiest way would be too run "top" in the terminal and see if you have dhcpd running, which is the dhcp dameon
