I was on my Wheezy laptop, and it's 4.8. There is a menu editor there. I don't have my Sid machine handy right now, so I can't say for sure what's there. Removing the ability to easily edit the menu makes no sense to me, but perhaps TPTB at Xfce did.

I think when XFCE transitioned from 4.6 to 4.8, they conformed fully to freedesktop standards and removed their old menu editor.

The editor may be in the xfce4-goodies metapackage, I'm not sure. But I certainly have a menu editor in my installation.
