Why is nobody posting their speculations about the next Slackware release, as is typically done on this board when the changelog gets to about the point it is at now?

Well......I guess we could do that. I don't worry too much about that because I know that Pat will release the next version of Slackware when it is ready:-) It is all good:-)

And the biggest concern that I had was will the next Slack use KDE4 and it's already been addressed.

I hadn't been paying that much attention to KDE 4 - what's "so good" about this version? Eye candy?

Based on the contents of the latest /etc/slackpkg/mirrors in Slackware-current, the next release is likely to be 12.1.
This would suggest an evolution rather than a revolution, which sounds fine to me.

When? As always, when it is ready and not before. But I have a hunch that a lot of work is going on behind the scenes right at the moment.

It is usually a "Slackware X" major followed by a "Slackware X.y" minor version release.
