can't read window partition as normal user

Hi
I know this may sound a bit stupid and newbie (I am a newbie) but I don't know how to fix this problem.I got two HD with window on main one .I can read it file as the root (it in /fat-c and fat-d)I didn't put it in /mnt.Most of my music file and movie file are in window partition because I been using window since I started using computer and then I converted to linux in last year .Now every time I want to listen to music or even wanted to read something from hda ,I got to log as root in console and call the file using its program .
Whenever I try to view as normal user it said that permisssion is denied .So I try to change the folder as rw as root but I couldn't do it.
I would like to know that it there anyway I could acccess hda as normal user instance of root.
HELP!

Edit your fstab file, change owner to user and add umask=0000 as
it should look something like:
/dev/hdb2 /win/d vfat user,umask=0000 1 0
