Are Gnome and Tango the only complete icon sets for XFCE?

Personally I'm not really attracted to either icon set, they are both a bit outdated looking. Every icon set I like that I try out is always incomplete which is even worse. Do we have other real options?

Yes, we have. Go to SlackBuilds.org and try these:
  1. gnome-brave
  2. faenza-icons + faenza-xfce

Here's what you get:

Thanks I tried Faenza-xfce before from xfce-look.org but I guess I only got part of it.

After playing around with Elementary OS a little bit the last few weeks I've had a shot at getting XFCE to look as close as possible to the elementary desktop.

The Elementary Icon Theme seems complete to me, and looks great.

I've got a elementary window theme and gtk theme as well, looks pretty close I think :)

You have to install both faenza-icons and faenza-xfce for a complete icon set. Faenza is a "base" icon set for GNOME, and faenza-xfce provides a handful of missing icons for Xfce. Once you've got both packages installed, select "Faenza-Xfce" in the Xfce Settings Manager.

LeopardX_by_Dlinx.gz is a very attractive set of icons that work in Xfce. If you can't find them I have a copy of the file.

Awoken icon set is also one of the most beautiful, imo..
