Are all packages fetched when installing via the network?

Are all packages fetched when installing via the network, even if you are using custom tagfiles that have set many packages to SKP?

I have a pretty fast connection here but a fairly minimal network install is taking longer than expected.

Actually I think I can answer my own question. Yes it seems that they are. I just ran a ps in another virtual console during install and caught the wget command to pull down vim. I then double checked my tagfiles and see that I have definitely set vim to SKP.

Seems like this should be optimised.
