The command simply writes to the pci register that controls the backlight. I do not see how it will do any damage.
You could try writing F4.B=00 and see whether it affects your brightness level.

Thank you! F4.B=00 sets my brightness level at 100%. I see this is a huge kernel bug, so I'm satisfied with this solution, even though I'll be facing short battery life. So I made rc.backlight entry in /etc/rc.d folder with this code:

#!/bin/sh
#Backlight fix script
setpci -s 00:02.0 F4.B=00

Then I made it executable with:

chmod +x /etc/rc.d/rc.backlight

Now I'm interested will this run automatically on boot? If not what should I do to make it run on system boot?

To have the fix run at boot, I would add the code to /etc/rc.d/rc.local rather than creating a separate script.
