the default file is in /usr/share/sounds
and it's named KDE_Startup.wav. You can put another file of your choosing there and rename the original to KDE_Startup2.wav.
probably there is, sure, but I haven't been able to find it. try typing mcc in a terminal window. mcc stands for mandrake control center. if not there, poke around starting from the bug K. Don't be afraid. This is Linux after all, you ARE expected to do certain things on your own and to know your system.
go to KDE Control Center (kicker->system->configuration->configure your desktop). then go to "look n feel"->"system notifications". you can set, turn off, turn on all event/system sounds from there in a GUI mode.
That's where I thought it might be. Actually I was all over that menu and must have just overlook it. Sometimes you can't see the trees for the forest.
