I am using RH7.2 and Netscape Communicator 4.78. My wheel mouse works properly for all applications except for Netscape application whereby the scroll fucntion using wheel is not working. The wheel even works in Mozilla & Opera, but only not in Netscape. I had similar problem with old RH distribution as well.
Is there any solution to this problem, its kinda wiered that it works for all other applications. Could it be Netscape doesn't support it ?
hm... i'm not sure why but since it works for Mozilla and Opera, why don't u use those? apparently they're a lot more popular and give better performance.

1; what type/brand of mouse do you have?
2; How does it interface with your motherboard, ps/2? usb? or what?
3; What version of X do you have?
4; What distro do you use?
5; What release of aforementioned distro?
please wait for some time as i have to find out all these technical details from some body else Just now i only knows that i have mouse of logitech company.
NS4 needed some additional tweaking to wheelscroll, but Mozilla scrolls like a dream if X is set up right. Here a setup for a PS/2 Logitech Pilot wheelmouse under XFree86 v.4.0.1 as found in /etc/X11/XF86Config-4

He means which company's software are you using? eg. Redhat, Mandrake, Debian, Suse, Slackware or some other?
and which version? eg. redhat 7.2? Mandrake 8.1? Slackware 8.0?
my wheel mouse also does not work anywhere. Do I do the same thing that you told alp_shah to do? I have a plain old PS/2 Microsoft Intellimouse. Using Mandrake 8.1. thanks.

i can't say confidently that same settings are required for ur mouse but u try by writting IMPS/2 in place of PS/2 in 'protocol' option in XF86config-4 file. like
Option "Protocol" "IMPS/2"
i think this is the main setting and it should work for u also.

Going back to the top of this post... I have run into the same problem. For reason unknown my logitech scroll mouse does not scroll pages in Netscape. the scroll works everywhere else (mozilla, opera) and even works when changing Netscape preferences?
