I may be mistaken but that looks like a db25 to db15 serial converter. The DB15 in the picture is two rows and a standard vga has 3 rows of 5. Even then the serial as I understand it is only for ascii input output and it would kill they mini din8 port so if you managed to get it working you wouldn't be able to input anything with a keyboard.
You can get the Raptor framebuffer cards on ebay fairly cheap though.
I see what your saying now. Not that specific converter but any converter of the same type. I would go back to it being an ascii terminal connection incapable of supplying the graphics signal for the monitor.
