You can add it somewhere to the sources.list file or, better, somewhere in sources.list.d/

Choose the mirror near you:

Note that it is /devuan/ and not /merged/
If I understand correctly these are raw Debian packages.

Looking at the contents of experimental however it looks like maybe you want some other repository to get kernels from:

HTTPS is not necessary for security in the case of package distribution. (In fact, technically, HTTPS and its certificate hierarchy is a farce that few dare mention yet. However soon that cat will be out of the bag.) The reason it is not needed is because the packages are checksummed and the list of checksums signed with OpenPGP keys. So the illusion of privacy might be a reason for HTTPS but it is not need for security. If you do need actual privacy, see the Onion address on the Devuan home page. It's there about two thirds of the way down, you'll need apt-transport-tor installed.

That said, the certificate for the mirror sites really ought to get fixed. Can you bring it up as an official bug in the tracker or at lest mention it in passing on the mailing list or the IRC channel so that some of the developers notice?
