Ubuntu 16.04 Power Issues

I have a USB switcher to change keyboard/mouse to a different computer. If I switch away from Ubuntu, and switch back, my keyboard and mouse no longer work. Also if I unplug, and plug usb keyboard and mouse, they no longer work. I have to reboot the computer to get them to work again. I think Ubuntu or Linux is powering down the usb ports when they are not in use. Any idea how to stop this behavior?

With a hardware issue such as this, one of the first things that I would try is to install the latest stable release of the kernel and see if that resolves the problem. Have you tried that?

This is what I have right now:
Code:
david@david-desktop:~$ uname -a
Linux david-desktop 4.4.0-59-generic #80-Ubuntu SMP Fri Jan 6 17:47:47 UTC 2017 x86_64 x86_64 x86_64 GNU/Linux
In fact right after you mentioned that I got a kernel automatic upgrade from Ubuntu. I know that isn't the latest though.

Is there a more simple way of installing the latest kernel in Ubuntu or do I need to compile it?

Linux kernel 4.9 debs (linux-headers and linux-image) are available from http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.9/ (I've never installed a kernel this way so I don't know the ins and outs of the installation process).

I'll have a look at the documentation. I am going to either try the classic way or the deb way, haven't decided yet. Once I figure that out and try a new kernel, I'll report back whether the issue is fixed or not.
