Honestly, I'm not sure, but I can tell you that if you're a registered RHEL user, and you let your subscription lapse, you can still continue to use RHEL legally. What you do NOT get, obviously, is the bugfixes/support/patches/etc.
What licensing are you talking about? If I was you, I'd contact your sales-monkey, and ask them for clarification.
