How to create a local repository?

Hello.
I want to create a repository that read my Fedora 23 DVD and install packages from it.
According to the "https://fedoraproject.org/wiki/FedoraCD#Using_the_DVD_as_a_Source", I created a directory under "/mnt" and mount my DVD ISO to it. Then, I created a file with the name "my.repo" under "/etc/yum.repos.d/" and filed it like below:

baseurl=file:///mnt/dvd/
enabled=1
gpgcheck=1

but Not worked and my package installed from internet. How can I solve it? How can I find my DVD name?

You could try adding: priority=1 to your fedora-local configs. That may make that repo the first to be searched. Alternatively, you could disable the other repos with: enabled=0.

The dvd is the "rom" (read only memory), in which case you pre-pend /dev/, hence the dvd is /dev/sr0 in this case.
