4.8.2 is the GCC/GCC-C++ version, according to my RHEL 7 system.
RPMfind shows there are Fedora packages for GCC beyond 4.4.7-4 (4.9 is the upstream version, I believe). Perhaps you can just use the Fedora packages?
Actually, contact your local OrgAdmin for RHN, and ask him if you have access to RHSCL or RHDTS (software collections and Dev ToolSet). I think one of them might have 4.8.2 in it.
