I think what you are maybe asking about is the Ubuntu One service? this is an Ubuntu "cloud" service much like DropBox or ownCloud or whatever, run by Ubuntu. You can sign up for it here at http://one.ubuntu.com
Using Ubuntu One, strictly speaking, I guess was designed for Ubuntu. PeppermintOS is BASED on Ubuntu but it is not Ubuntu. They have separate websites, separate names, and are run by separate people. However, Ubuntu One can be used on lots of different platforms, so you can sign up for Ubuntu One and then access your Ubuntu One account through Peppermint OS.
Before I go on...is this what you are asking about? Ubuntu One? or are you trying to achieve something else?

Having read that review:
Peppermint is a cloud client allowing integration of web-based applications with the desktop. It is not a cloud server distribution. If you want your own cloud server then you should look at something like Owncloud (I haven't tried it yet so no idea how good it it): http://owncloud.org/install/
