how about to adjust the time of your crontab, so it will match the time that you want.

Current crontab settings is at 9am but runs at 17:00

So what if you adjust your crontab to set the settings at 1am, so it will run at 9AM.

But as jpollard suggested you might need to restart crond.

please type: /etc/ntp.conf

post the result here

Yes I have /etc/localtime.
Command zdump -v /etc/localtime | grep 2014
didn't returned anything.

Restart of cron:
/etc/init.d/crond restart
helped me!

Totally I made:
# hwclock --systohc
# /etc/init.d/crond restart
and my problem was resolved.
