g , o permissoin are not working in CentoS

Spell out your words. And we can't 'guide you', since we don't know how the other user is set up. If that user ID is a member of the root group, then the permissions are working as they should.

Post details (version/distro of Linux, details about the user id(s) in question, etc.), and we can try to help.

i tried many time but permission are not working .
i made a group that is "groupadd g1"
then i make user "abid " to the member of that group g1 , also make a user "asad" and not assign any group to him accept of that it has by default.
so """asad"": will be "O" (other) here.
now , chmod g+wr file
and chmod 0-w file
but permission aplly for group also worked on " o " .....

The command that you showed in the snapshot ("cat f1") is just reading the file, and the read permission bit for "others" is set for the file.
