What sort of printer it is - a local one directly connected to your system or networked? And what did you try so far? Stuck with some error(s)?

As per RHEL documentations:
Quote:
Using Printer Configuration Tool requires root privileges. To start the application, select System (on the panel) => Administration => Printing, or type the command system-config-printer at a shell prompt.
You can follow the full document here.

It looks a network printer. Do you have it's hostname or IP?

According to screenshot, either choose other option or simply put printer's hostname/ip in hostname box and click on forward. See what does it result.

Also make sure that printer is up and available in network using ping from your local machine.
Code:
~$ ping [priner_hostname|IP]

Please tell us how the printer is connected i.e. USB, parallel port or networked i.e. attached to another computer. If networked and connected to another computer what is its operating system i.e. windows or linux.

the printer is an Epson Dotmatrix FX-890, its connected to a local machine running on Windows XP. Its been shared on the network so that everyone can access it. Its using a LPT1 not USB

You want add a network printer using windows printer via samba and its URI will be smb://10.48.43.209/epsonfx. Assuming the windows computer's IP address is 10.48.43.209.
