HTPC WM ; dynamic icon bar

Whats the name of the software that provides that
icon bar at the bottom...
the icons get bigger as you go over them?
I assume its a opengl trick doing that.

Is that in a WM, a DE, or is it just an app?

background:
I'm trying to pick the distro and WM/DE for a HTPC...

Only really expect to run three things:
Minecraft, XBMC, Firefox

thanks!
Alan
