Where to get RHEL 4 beta??

I've googled all over the place.. and everything says you can download rhel 4 beta... but i can't find where to do it...

It says that you can do it via RHN, but you have to log in.. Okay.. so I log in to my RHN account... but I can't download it as far as I can tell... So do I have to be a paid user of RHEL 3 in order to download the beta or what?
