I'm running RHEL 3. It does not seem have this "swappiness" file. Does it have something simular?

Which version of the kernel are you running? If it's before 2.6, then the answer is “no”; effectively you are stuck with swappiness 0. If you want a better kernel, you'll have to upgrade it.

This will give you the kernel version:
Code:
uname -r
