Sure is, unless you have protected this way

boot your system in a single-user mode, and you have root login (administrator rights). Then change the root password to make sure it works,

[root@localhost]# passwd
and there you go. then reboot the machine and see if it worked. And remember, as long as you can boot in a single-user mode, you can change the root password - actually, you can do anything. So it might be a good idea to protect the system so you can't boot into single-user mode just like that (bootloader password is one help...)
