RHEL 4 PHP 5.1.2 GD library install problem

Hello I have PHP installed on to my RHEL 4 box and that works fine I am trying to add the GD library for use with Cacti. I have dl'ed the rpm and installed it and installed the gd.ini into the /etc/php.d/ directory the ini file gets parse as it is reported in the phpinfo(); however when i go into the Weathermap plugin it doesn't work because it cant access functions in the gd library.

Any help would be greatly appriciated.
